Local Implementation Plans (LIPs) set out how each London borough will meet the objectives of the Mayor's Transport Strategy.
These conditions include creating more space on London's road for people to walk and cycle safely.
LIP funding is the process through which we provide boroughs with financial support. The funding is for schemes to improve their transport networks in a way that is consistent with and supports the Mayor's Transport Strategy.
These schemes are detailed in each borough's LIP. A three-year outline programme is reviewed annually, and a detailed one-year programme is submitted for funding approval for the following financial year.
London's boroughs play a key role in the planning and delivery of schemes that transform local areas and meet the aims of the Mayor's Transport Strategy. In the last three years they have delivered thousands of improvements including:
Funding is intended to be allocated under six main programmes, subject to availability:
Corridors, neighbourhoods and supporting measures funding is allocated using a formula that was agreed with London Councils and the London Technical Advisory Group (LoTAG) in 2010.
Bids for Liveable Neighbourhoods, Cycle Network Development and Bus Priority funding on borough roads are made to TfL.
We assess all proposals in a rigorous manner to ensure schemes will deliver the benefits that are needed to achieve the outcomes of the Mayor's Transport Strategy and support London's recovery, such as more walking, cycling and use of public transport through more reliable journeys.
Funding for principal road maintenance and bridge strengthening is awarded to roads and bridges most in need of repair. Condition surveys are used to establish this need.
Boroughs are completing their most recent delivery plan which runs from 2022/23 to 2024/25. New 3-year delivery plans are being developed. Draft guidance is available below.
The LIP formula funding allocations for 'Corridors, Neighbourhoods and Supporting Measures' are calculated for each borough.
